Board of Trustees met at their Hall it being a regular meeting of said Board. Members present J. S. Howard Mayor, T. A. Harris, G. H. Haskins, D. H. Miller. Minutes of the last regular meeting read and [ap]proved. Unfinished business Ordinance No. 50 read and put upon its passage those voting [aye] as their names were called T. A. Harris, Geo. H. Haskins, D. H. Miller the Bill passed. Bill of Geo. S. Walton for services as recorder from July 1st 1887 to January 1888 $27.40 For office rent from Aug. 1st 1887 to January 1st 1888 $22.92 For wood and oil & stationery $5.00 Bill of John S. Miller for printing and Notices $9.00 Bill of J. S. Howard oil & stationery $6.25 J. A. Whiteside services as Street Comm. 2.25 Bill of E. Minutes of the last regular meeting read and approved the Bills presented at the last regular meeting were recommended by the Finance Committee and were passed and ordered warrants drawn on the Treasurer. Miller Marshal for Special Police on January 6th 1888 referred to the same as above for 4.75 The Returns of the last Election were then canvassed with following result Mayor E. P. Geary Trustees D. Walton Recorder Regular Meeting of the Town Council Town of Medford County of Jackson State of Oregon January 12th, 1888 met at the Town Hall after receiving official notice of they being duly Elected to fill the Town Board officially were as follows Mayor E. P. Geary, Trustees A. Childers, C. W. Skeel, E. G. Hurt, D. H. Miller. The Trustees took their official oath. The bond of C. H. Barkdull as Recorder, Treasurer Charles Strang, Marshal J. S. Miller. The Trustees and Mayor took their official Oath. The Bond of C. H. Barkdull as recorder with his official oath was accepted and placed on file. President E. P. Geary took the chair and called the house to order and the following proceedings were had. The Board adopted the rules of the former board to govern the present Board for the ensuing year. Bill of Marshal Miller for services of Special Police rendered January 6th 1888 $4.75 Bill of C. B. Carlisle for printing final report for the year of 1887 $5.00 Said bills laid over until next regular meeting. A sustained motion was had that the appointment of Street Commissioner be postponed for thirty days. Treasurer Strang took his oath of office and further time expended to file his official bond. Marshal Miller bond accepted placed on file. As there being no other business before the Board a motion to adjourn was had and sustained. The Town Council adjourned to meet Feb. 20th, 1888 at 7 P.M. Committee appointed by the chair to investigate the financial condition of the Corporation of the Town of Medford was as follows, to wit: A. Childers, E. G. Hurt to act as said committee and report at next meeting. Resolution in form of an Ordinance to Prohibit Indecent and Obscene Literature and Pictures and the sale thereof in the corporation limits of the Town of Medford read and referred to committee of four appointed by the chair, to wit: A. Childers, C. W. Skeel, E. G. Hurt, D. H. Miller and report at next meeting. Deed presented to the Town Council of the Town of Medford of Block 68 in the corporate limits of said town from the Vice President and Secretary of the Transcontinental Rail Road Company of the acceptance of the same from the Town Council. It was moved and seconded that the Board accept the deed and that the Town Treasurer be instructed to have said deed recorded in the Clerk's office of Jackson County, Oregon. The following results were had: Those voting yea were A. Childers, C. W. Skeel, E. G. Hurt. The vote affirmed the acceptance of the deed. As there being no appointment of Street Commissioner, M. S. Damon and James Jones were put in nomination of Street Commissioner. Vote had by ballot Jones received three votes, Damon one. The chair announced Jones duly elected Street Commissioner for the Dist. of Medford. By common consent of the Board of Trustees that Mayor Geary confer with the Board of Trade of the Town of Medford at their next meeting as regarding the City Park Grounds, and the improvements thereof. A sustained motion were had that the Town Council do have a called session of the Trustees to meet on the 20th day of February 1888 at 7 O'Clk P.M. adopted by a unanimous vote. As no other business to transact came before the Board, a motion and second were had that the City Council adjourn. By a unanimous vote to adjourn was had Mayor Geary declared the City Council adjourned. C. H. Barkdull E. P. Bill
of G. S. Walton for house rent and Recorder's fees $7.40Bill of J. S. Miller as Marshal for destroying three dogs $6.00 Bills pronounced correct by Financial Committee ordered warrants issued for the same. Petition presented to the Council of 26 names of the businessmen of the Town of Medford protesting against an ordinance licensing their respective businesses. Petition read and placed on file. A sustained motion that a committee of one be appointed to confer with C. C. Beekman as to the purchase of Block No. Seventy-Seven in the Town of Medford, Oregon. Mayor Geary appointed D. H. Miller to act as said committee. Motion sustained by unanimous vote of Council that a committee be appointed to confer with the Board of Trade concerning improvements and expenses of the City Park. Mayor Geary appointed A. Childers to act as said committee and report at next meeting. Motion sustained by unanimous vote of the Board that warrants be drawn on Town Treasury for twenty-five dollars, to aid in the improvements of the City Park. Motion sustained by unanimous vote of Board that the Recorder issue warrants to judges and clerks of election held for the Town of Medford on the 3rd day of January 1888. Bill

By common consent of the Board that further time be extended to
consider said bill.Moved and seconded that a Seven Mill Tax be levied on the property within the corporate limits of the Town of Medford. Motion that a five-mill tax in amendment of seven mills be levied carried motion as amended those voting for Childers, Skeel, Hurt 3. The Trustees by common consent that E. P. Geary Mayor does manage the
legal transfer of said deed to the people of the Town of Medford. A

the sum of $275 in favor of C. C. Beekman that said sum be drawn in

Petition of Wm. Zimmerman and seven other citizens, owners of lots
along the line of D Street commencing at the corner of Seventh running
along the line of the east side of said D Street to the northwest
corner of Block 24 in the Town of Medford Or. read and referred.The chair creates a Committee on Ordinance, appoints D. H. Miller and C. W. Skeel as said committee. Petition of Douglas & Co., M. E. Beatty & Co. & J. S. Howard to create an ordinance to license insurance and real estate agents within city limits of the Town of Medford $100 per year in quarterly payments in advance. A violation of such ordinance subject to a fine of $100 for first offense and $200 for each subsequence offense, read and referred to Committee on Ordinance. A motion that J. S. leading from Medford to Jacksonville and grade the same from the Rail

On motion that the Street Committee be instructed to ascertain the probable cost of grading and graveling that portion of the road leading from Medford to Jacksonville lying within the road district of Medford and report at the next meeting of the Board. A petition of 6 citizens of the Town of Medford praying to have the
brush taken out of 8th West Street from the RR to the line of
corporation west, also from the junction of same with the street on the
east of park [Holly Street] to 7th St. Read and on motion was referred
to Committee on Streets.A resolution was presented to the Board for reading as follows. Whereas, that portion of the road leading from Medford to Jacksonville lying within the corporation limits of Medford is greatly in need of being graded and graveled; Whereas a petition numerously signed by citizens of Medford has been presented to the Board of Trustees praying that said road be placed in good condition; Therefore be it resolved that this Board authorize the St. Committee to have the grade surveyed and established for the said road preparatory to receiving bids for a contract of grading that of said road. Motion to adopt resolution as read. Motion sustained. On motion to indefinitely postpone resolution praying for Ordinance to Prohibit Obscene Literature in the corporate limits of the Town of Medford. Motion sustained. Minutes of previous meeting read and approved. Petition of H. H. Wolters was presented to the Board with the names of a majority of legal voters of the Town of Medford petitioning said Council that license be granted to the said H. H. Wolters to sell spirituous liquors in less quantities than one quart in the Town of Medford Jackson County, Oregon. On Motion that the Recorder be authorized to issue license to H. H. Wolters when the law is complied with as is in such made and provided, for the period of eight months commencing on the 1st day of May 1888 to the 1st day of January 1889. H. H. Wolters filed his required bond as saloon keeper with S. Rosenthal and Charles Wolters as sureties in the sum of ($500) five hundred dollars each. On Motion that said bond be accepted. Committee on Race and Sewerage and other town improvements reports probable costs thereto at $3000. Committee on Ordinance reports Ordinance No. 53 for improvements to the Town of Medford. The Chair declared Ordinance accepted. On Motion the Recorder be authorized to issue warrant to Street Commissioner and Road Supervisor M. S. Damon of the town and road district of Medford Or. On Motion That Street Commissioner be authorized and empowered the overseeing of the dumping of privy boxes of the Town of Medford so as to prevent Nuisance. On Motion That the Recorder be authorized to post notices for special election at least for ten days prior to day of voting to be held at the Recorder's office in Town of Medford Jackson County Oregon on the 26th day of May 1888 for or against bonding said town for $5000 for Town Improvements. Barkdull Ex-Officio Clerk [June 11, 1888] A Called Meeting of the Town Council met at their Council room in the Town of Medford, Jackson County Oregon on the 11th day of June 1888 by call of E. P. Geary Mayor. Members present E. P. Geary presiding Trustees Childers, Skeel, Hurt and D. H. Miller, Recorder Barkdull Marshal J. S. Miller. The following proceedings were transacted. J. S. Howard and J. D. Whitman made and transferred to the Town of Medford the water right located by them leading from Bear Creek to the Town of Medford. On Motion said transfer of water right to the Town of Medford was accepted and copies of resolutions of the Board of Trade placed on file. On Motion the following resolutions were adopted to wit--Whereas the formal transfers of said water right has this day been made to said Town by said J. D. Whitman and J. S. Howard therefore be it resolved that J. S. Howard be ordered to make the survey of said Ditch or canal line and right of way forthwith and also take any further steps he may think expedient to secure the right of way and appropriate said water. On Motion a committee was appointed to confer with Attorney for the benefit of the Town of Medford. The Chair appoint Skeel and Hurt to act as said committee. Minutes of previous meetings of June 6th and 11th read and approved. Committee on Council Reported that no provisions were made for Town Atty. On Motion to adopt the proceedings of the called Meeting of June 11th 1888 and J. S. Howard be further authorized to act according to adjourned meeting of June 13 1888. On Motion to fix salary for Town Atty at fifty Dollars per annum. On Motion S. S. Pentz be elected for the Town of Medford the yeas & nays were had those voting yea when their name called was A. On Motion a committee be appointed to bonds struck and placed on the market the Chair appointed Hurt & Childers as said committee. On Motion to appoint a committee to confer with Mr. Drucks in [illegible] of digging ditch Chair appointed C. W. Skeel and A. Childers as said committee. On Motion that Finance Committee be instructed with Mr. Barnum for the further use of Pig Sty, On Motion assessment roll be accepted as assessed by the Town Recorder in [and] for the Town of Medford for the year 1888 and delivered over to the Marshal J. Barkdull by Geo. S. Walton E. P. Geary Recorder Mayor Medford June 18, 1888 The Board of Trustees met at their House it being a called meeting. Members present E. P. Geary Mayor, C. Childers, D. H. Miller, E. G. Hurt, C. W. Skeel. Minutes of the preceding not found, the resignation of C. H. Barkdull as recorder was presented accepted and placed on file. The Board then proceeded to the Election of Recorder and Geo. S. Walton was duly Elected and took the oath of office filed his Bond which was approved, all the members voting I [aye] as their names were called. Report of Special Committee appointed to negotiate Bonds asked further time to report granted. The committee appointed to procure labor on water ditch reported that they had procured labor but did not give the number of hands. Report of Mr. Whitman read verbally. Report of J. S. Howard who was appointed to survey water ditch reported that he had surveyed the ditch in part. Ordered that a committee o[f] two be appointed to make a tender of fifty Dollars to Mr. E. E. Gore in payment for water right and D. H. Miller and Geo. S. Walton were appointed. Ordered that a warrant be drawn on treasurer in favor of Mr. Whitman for the same ordered that Town Atty. be empowered to procure session laws of 1887 and that an order be drawn on Town Treasurer for two Dollars to pay for the same. The Board then adjourned. Geo. S. Walton E. P. Geary Recorder Mayor July 2, 1888 Board of 4 of Trustees met at their Hall it being a regular meeting. Members present C. W. Skeel, D. H. Miller, E. G. Hurt. The Mayor being absent the members present proceeded to Elect C. W. Skeel Mayor pro tempore the board then proceeded to business. Minutes of called meetings of June 13th and June 18th were read and approved. Ordered that bills presented at the last regular meeting be allowed except the Bill of [illegible] cut down to twenty-two Dollars be allowed. Ordered that the Judges and Clerk of the Special Election of May 26, 1888 be allowed three Dollars each and warrants drawn on Treas for the same. The following accounts were allowed for labor done on water ditch as certified to by J. S. Howard E. A. S[illegible]outh $9.50 Bert Redden $7.12 Bert Crystal 5.62 Charles Wilson $7.12 The following accounts were read and Referred to finance committee Julius Goldsmith for oil furnished J. S. Howard for street lamp $1.75 Act of J. S. Miller for services as Marshal and night watch $21.50 C. H. Barkdull office and services $19.65 Petition of John Noland for liquor license was granted Bond approved and Ordered license issued for six months from July 2d 1888. Petition of J. B. Riddle for liquor license ordered that the said Riddle five days of Grace and if M. Brentano gave Bond during the time given the license be granted him instead of Riddle. Bond filed by Brentano license issued to him for six months from July 2d 1888. On Motion J. S. Miller was appointed night watch to serve until the 17 day of July 1888. Skeel Recorder Mayor Pro tem Medford, July 16, 1888 Board of Trustees met at their Hall it being an adjourned meeting of said Board. Members present E. P. Geary Mayor, C. W. Skeel, D. H. Miller. Minutes of the last regular meeting read and approved. Bills presented at the last regular meeting read and allowed except the act of J. Goldsmith for oil 175 allowed The bill of J. P. Mouly for work on water ditch allowed for $7.12 read and allowed and ordered warrant drawn on Treas. Bill of C. W. Skeel for rent of Hall to July 9th 1888 $6.00 referred to F. committee Bill of J. G. Wiley for grading of 7th Street $95.00 Referred Bill of H. Smith & Son for lumber furnished Ex Street Commissioner for 24.89 referred back for certificate. Resolution of W. Ulrich and others presented to prohibit stock [illegible] at large at night in the incorporation referred to committee on Streets. Resolution passed by the Board to authorize J. S. Howard to procure counsel to ascertain the law and proceed in a legal manner with the same and that twenty-five Dollars be appropriated for the same resolution placed on file there being no further business the Board the[n] adjourned. Geo. S. Walton E. P. Geary Recorder Mayor Medford July 20, 1888 Board of trustees met at their Hall by order of the Mayor members present E. P. Geary Mayor, D. Miller, C. W. Skeel, E. G. Hurt. Minutes of July 16 read and approved. Report of J. S. Howard agent for water ditch that he employs Judge Crawford as counsel and his fees were ten Dollars which was allowed and ordered that a warrant be drawn on Treas for the amount and his written opinion was placed on file. Ordinance No. 54 was presented by the Committee on Ordinances read and put upon its passage all the members present voted I [aye] as their names were called. D. H. Miller voted yea, E. G. Hurt voted yea; C. W. Skeel voted yea; A. Childers not present. The ordinance was declared passed by the Mayor. Geo. S. Walton, Recorder It was then ordered by the [omission] that one Hundred Dollars be appropriated to pay the damage if any to E. E. Gore in consequence of water ditch running through his land ordered that the warrant drawn on Treas in favor of J. D. Whitman for fifty Dollars be returned to the Recorder and be destroyed ordered that John S. Miller be retained as night watch until the next regular meeting of the Board. Notice was ordered to be given in accordance with No. 54 and be Recorded in the Recorder's office at Jacksonville, Jackson County Oregon and be filed and [illegible] upon record in the record Book of the Town of Medford Jackson County Oregon. Also a copy be Posted at the place of taking the water out of Bear Creek. The Board then adjourned. Geo. S. Walton E. P. Geary Recorder Mayor Public Notice Notice is hereby given to all whom it may concern that the town of Medford Jackson County Oregon a corporation created and existing under and [by] virtue of and by an act of the Legislative assembly of the State of Oregon approved February 24th 1885 and a subsequent act of said Legislative assembly approved February 21st 1887 do hereby and by these presents claim and appropriate for the Public use of said Town of Medford two thousand inches of water measure of the waters of a stream known as Bear Creek situated in Jackson County Oregon. The said water is to be diverted from said Bear Creek by means of a dam, headgate and ditch at the Point where this Notice is posted to wit at a point about 200 yards below the bond on said Bear Creek in the Northeast quarter of Section number Five 36E in Township number thirty Eight South of Range one west on the Donation Land Claim of E. E. Gore and on the left and west side of the said Bear Creek said water is to be conducted to the Town of Medford in Jackson County Oregon by means of a ditch six feet wide on the top four feet wide on the bottom two feet deep with a fall of ¼ of an inch to the rod and also by means of the necessary flumes, pipes and aqueducts sufficient to conduct the same to the said town of Medford, said ditch commencing at the Place of said division and whence this notice is posted then running west 2. 50/100 chains to a post thence north 50° west 15 75/100 chains to the west boundary of said E. E. Gore's donation Claim intersecting the west boundary of the Same 50 links South of the northwest corner of said donation claim thence [illegible] in a northwesterly direction through the land owned and occupied by W. Jacks, C. H. Hoxie, M. A. Williams, B. F. Adkins, Samuel Earhart, J. D. Whitman and John Van Dyke to the said Town of Medford the purposes for which said water is claimed and appropriated is for the public use for the said town of Medford the purpose of the construction of waterworks to supply the said Town of Medford with water for fire purposes [illegible] irrigation, agricultural manufacturing and all other Public uses necessary for the convenience, health and safety of said town and the said Town of Medford hereby claims and appropriates one rod in width of the land through which said ditch passes for the purposes of constructing the same.
