Howard Recorder Medford February 1st 1886 Board of Trustees met pursuant to appointment members present J. S. Howard, President, E. P. Geary. A. Childers, F. Galloway, & G. W. Howard. Minutes of preceding meeting read and approved Bill of G. W. Williams approved by Finance Committee and presented for Seven Dollars and on motion was allowed and ordered the Recorder to draw a warrant on Treas Ordinance No. 25 to regulate license was presented by Committee on ordinances and was read by Recorder and passed yeas & nays those voting J. S. Howard, G. W. Howard, E. P. Geary, A. Childers & F. Galloway. The Board ordered the Street Com to lay crosswalks [in] the street running from the Depot to the School House Petition from Noland & Ulrich to sell liquor in less quantities than one qt laid over for want of compliance with Ordinance No. 25 ordered by the Board that Noland & Ulrich wished to with[draw?] their petition and money Paid by them that the Recorder be authorized to return the same. Medford March 1st 1886 Board of Trustees met at their Hall it being a regular [meeting] of said Board minutes of the meeting read and approved all the members of the Board being present the petition of Noland and Ulrich to sell Liquors in less quantities than one quart was taken up as unfinished business granted them to sell liquors from January 1st 1886 to June 30, 1886 and Recorder ordered to issue license to them the committee on finance Reported the following Bills are in favor of R. T. Lawton for 20.60 which he was allowed and ordered a warrant drawn on Treas. one in favor of M. A. McGinnis for $25.00 as per contract on printing on second quarter up to Dec 1st 1885 which was allowed and ordered warrant drawn on Treas. Bill of J. H. Redfield for $4.55 referred to Finance Committee under the Rule. Bill E. G. Hurt for $8.75 for services as Street Com referred the same Bill of M. A. McGinnis for 3rd quarter of printing same Petition of Noland and Ulrich for License to keep Billiard table from January 1st, 1886 to June 30, 1886 granted Ordinance No. 26 was presented Committee on Ordinances to suppress bawdy Houses and Houses of Ill fame Read by Recorder and put on its passage all the members of the Board voted yea as their names were called. The committee also presented Ordinance No. 27 as a substitute for Ordinance No. 14 which was Read and put upon its passage those voting yea was J. S. Howard, G. W. Howard and E. P. Geary those voting No A. Childers, F. Galloway. Ordinance declared passed. At the request of E. G. Hurt Street Commissioner A. E. Wood was appointed dept [deputy] for one month. The Board then adjourned to meet Saturday Eve March 6 1886. Attest Geo. S. Walton Recorder J. S. Howard Pres. Medford March 6th 1886 Board of Trustees met at their Hall pursuant to adjournment all the members being present minutes of the last meeting read and approved the committee on Finance reported the following Bills as correct which was allowed as reconsidered to wit M. A. McGinnis for printing as per contract $25.00 E. G. Hurt Street Commission $8.5 I. A. Webb for table and Desk $6.75 J. H. Redfield Services as marshal for 4.50 cut down to $3.00 and ordered warrants drawn on Treas. Ordinance No. one presented by committee on ordinances and recommended its passage as revised it was read and put upon its passage all the members voting I [aye] as their names were called except G. W. Howard voted no the Bill passed. Ordinance No. 2 Do [ditto] and recommended its passage as revised which was then read and put upon its passage all the members voted [aye] except J. S. Howard no the Bill passed. Ordinance No. 3 [omission] and recommend its passage as revised it was then Read and put upon its passage those voting [aye] J. S. Howard, E. P. Geary, G. W. Howard, those voting no A. Childers F. Galloway the Bill passed. Ordinance No. 4 was presented by said committee which was referred back to said committee for amendment. Bill R. T. Lawton for House rent from February 1st 1886 to February 24th 1886 rejected. John S. Miller was appointed Special Policeman for said Town of Medford and required to qualify before the Recorder as required by Ordinance No. 11. The Board then adjourned to meet Saturday the 13 next. Ordinance 31 was read and put upon its passage all the members voting yea. Ordinance No. 32 was presented and put upon its passage all the members voting yea. Ordinance 33 presented Read and put upon its passage all the members voting yea as their names were called. Ordinance No. 24 was Read and put upon its passage all the members voting yea as their names were called. Ordinance 28 was read and put upon its passage all the members yea as their names were called. Ordinance No. 29 was read and put upon its [passage] all the members voting yea as their names were called except J. S. Howard, G. W. Howard, A. Childers Bill was lost. Ordinance No. 34 was Read and put upon its passage all the members yea as their names were called. Ordinance No. 35 was read and put upon its passage all the members voting yea as their names were called. Ordinance No. 36 was read and put upon its passage all the members voting yea as their names were called. Ordinance No. 37 was read and put upon its passage all the members voting yea as their names were called. Ordinance No. 17 same Petition of Wm. Ulrich and others was presented to have a sidewalk built from Wm. Ulrich Northwest [sic] corner on 7 and D Street to the new building of Maegly and Zimmerman. Board then adjourned. Geo S. S. Howard Stake out gutters on Seventh Street and estimate the cost for gutter and grading of each lot on said street the Board then adjourned. Geo. S. Woolf Services as Marshal 6.00 On motion the above bills were allowed and ordered that warrants be drawn on Town Treas. for the [illegible] amounts bill of G. W. Williams presented 8.84 G. W. Williams building sidewalk on RR lot 12.50 ordered referred to committee on finances. Petition of G. W. Williams and others presented to appoint D. W. Crosby Special Policeman for said Town the petition was granted D. W. Crosby was appointed Special Policeman to hold his office at the will and pleasure the Board of Trustees ordered that J. S. Medford June 21 1886 Board of Trustees [met] at their Hall by order of the present the members present J. S. Howard, G. W. Howard, F. Galloway, A. Childers, E. P. Geary minutes of preceding meeting read and approved unfinished business taken up ordered that J. S. Miller be allowed ten Dollars for month as night watch taken up Passed and ordered that a warrant be drawn on Treas. The committee on finance report in favor of the following Bills one in favor of G. W. Williams for the sum of $8.84 " " " " 12.50 and ordered a warrant on Treas. for the above amounts. Bill of G. S. Walton Recorder for services and office Rent $63.88 one in favor of J. S. Howard $6.60 referred to finance committee. Petition of B. F. Powell and others was presented to prevent the Stacking of Hay Straw or other combustibles on certain Blocks of Said Town was received and ordered an ordinance drawn in accordance therewith. Petition of W. G. Zimmerman and others was presented praying the Board of trustees to buy instruments for a band laid over until next meeting. The committee on ordinances presented Ordinance No. 39 and recommended its passage it Read and put upon its passage all the members voting yea the bill passed the Board then adjourned. Geo. S. Geary minutes of preceding meeting read and approved unfinished business taken up the petition to purchase band instruments was then taken up and on motion the petition was laid over until the next meeting of the board the committee on Ordinances presented Ordinance No.__ for Sewer on 7th Street reported to committee of the whole on Motion Geo. Stockton was allowed twenty Dollars on the McGinnis contract for printing. The Board adjourned. Geo. S. Walton J. S. Howard Recorder President Medford July 5th 1886 Board of trustees met pursuant to adjournment it being a regular meeting members present J. S. Howard, G. W. Howard, E. P. Geary, A. Childers minutes of preceding [meeting] read and approved unfinished business taken up the petition of H. H. Wolters and others for the Board to assist a company of musicians to buy instruments for a brass Band to be under the control of the Town trustees passed over to the next meeting the committee on finance reported the bill [of] Geo. S. Walton for $63.35 all right and on motion was allowed and warrant drawn on Treas. to J. S. Howard for $6.60 the same the petition of John Noland was granted to sell Spirituous Liquors in less quantities than one gallon for Six months in the Town of Medford and Board approved the petition of Riddle & Wolters the same the petition Davy Carlson the same bill of John Barkdull dept. Marshal care of E. [illegible initial] Hopkins a prisoner for five Dollars referred to finance committee the Board adjourned to meet on Wednesday Eve July 7 1886. Geo. S. Miller Recorder Medford July 7 1886 Board of trustees met at their Hall it being a regular meeting of said Board. Members present J. S. Howard, G. W. Howard, A. Childers, F. Galloway & E. P. Geary minutes of preceding read and approved unfinished business upon the minutes the Board petition laid over from last meeting, petition of the Board taken up and on motion--the trustees of the Town appropriated one Hundred Dollars to procure Band instruments and ordered warrant drawn on Treas. Ordered that a warrant be drawn on Town Treas. in favor of J. H. Barnum for three Dollars [for] the use of Town pound lot Ordered that the committee on Streets make arrangements for two wells on 7 Street and report at the meeting and also estimate the cost ordered that an ordinance be drawn to grade 7th Street and make gutters on each side of said street the commissioner asked for the time to make report on the same Bill of John S. Miller for services as Special Policeman for $7.50 was presented and Referred to finance committee. The Board then adjourned. Geo. S. Walton J. S. Howard Recorder President Medford August 2 1886 Board of trustees met at their Hall it being a regular meeting officers present J. S. Howard, G. W. Howard, A. Childers, F. Galloway minutes of the last regular meeting read and approved the committee on fire and water asked further time to report on wells granted. Committee on Sewer reported and asked that the same be indefinitely postponed agreed to. Committee on finance reported bill of John S. Miller for Seven dollars & fifty cents as services as Marshal bill allowed and warrant ordered drawn on Treas. also John Barkdull for five Dollars the same as above. Bill of R. T. Lawton $6.44 for House rent referred to committee on finance. Bill of H. Smith & Son for $14.36 for lumber furnish[ed] Street Com Referred as above Contract for Town Hall made between trustees and G. W. Williams to rent Hall for one year at Seventy five Dollars for year payable quarterly in advance approved and placed on file. Ordered that Isaac Woolf be appointed Dept Street Commissioner until the return of E. G. Hurt. The council then adjourned to meet on Monday August 9th 1886. Geo. S. Walton J. S. Howard Recorder President Medford August 9th 1886 Board of trustees met at their Hall pursuant to Adjournment members present G. W. Howard, A. Childers, F. Galloway, J. S. Howard. Minutes of the preceding meeting read and approved report of committee on fire and water Reported that [illegible] wells be dug they should be at the crossing of 7 and C Streets and 7 and D Street the probable cost two dollars per foot ordered that the report be received and placed on file. The committee was then instructed to procure three doz pails or buckets 2 good ladders two hooks and 200 feet of Manila Rope for use of town to prevent fire and that Sixty dollars be appropriated to pay for the [omission] or so much as will be necessary to pay for the same and the town Treas. be instructed to hold the same. The Committee on Ordinances presented Ordinance No. 40 to grade and place gutters on 7 Street Read and put upon its passage those voting [aye] G. W. Howard, F. Galloway, A. Childers, J. S. Howard the Bill passed this 9th day of Aug. 1886. Ordered that J. S. Miller receive a warrant for ten dollars for Services as night watch and a warrant be drawn for the same. The following Bills were presented W. F. Williamson $10 for revision of ordinance F. M. Poe Services on grading 7 Street $2.00 John Barkdull " $1.00 Referred to committee on finance. Galloway no quorum being present to do business Board adjourned to meet on Tuesday Sept 7th at the [illegible] hour 8 o clock PM. Geo. S. Walton Recorder J. S. Howard, Pres. Medford Sept 7 1886 Board of trustees met pursuant to adjournment members present J. S. Howard, G. W. Howard, A. Childers and F. Galloway minutes of the last regular meeting read and approved minutes of Sept 6 adjournment read and approved. Report of committees on fire and water ask further time to report. The committee on finance reported the following bills as correct and recommended that they be allowed. John Barkdull $1.00 W. F. Williamson $10.00 F. M. Poe $2.00 Henry Smith & Son $14.56 which was allowed and or[dered] that warrants be drawn on Treas. The committee on fire and water presented the Bill of Adkins & Webb for buckets $14.36. Vrooman & Miller Rope & iron $10.40 The Board ordered warrant drawn for the above amounts. The following bills were presented and referred one in favor of Adkins and Webb for nails $3.80 Isaac Woolf as street com $18.75 " " burying dead hog $1.00 John Robison hauling lumber .75 G. W. Williams $13.90 The council then authorized J. D. Whitman to present to the County Court a petition to build a bridge across Bear Creek at the lower end of 7th Street in said Town of Medford and pledge to said that if they would appropriate $1500 that said town would construct a good and sufficient bridge in accordance with specifications presented to said court. The Board then adjourned. Geo. S. Walton Recorder J. S. Howard, Pres. Medford Oct 4 1886 Board of trustees met at their Hall it being [omission], all the members present. Minutes of the last meeting read and approved the committee on finance reported the following Bills and recommended that they be allowed which was allowed and ordered warrant drawn on the Treas. for the same. I. Woolf Street com $15.75 " " removing dead hog $1.00 G. W. Williams lumber $13.19 J. Robinson hauling lumber .75 Also one in favor of Crystal room for fire department $8.25 do. [ditto] G. W. Howard 75 and ordered paid Bill of W. F. Williamson for nine months services as to atty $45.00 One in favor of J. N. Williams lumber $6.24 and referred to committee on finance Report of Marsh[al] received and placed on file ordered that the fine of Crystal be remitted [sic] provided he pay the cost which was done. Report of Treas. received and referred and ordered that the night [watchman] receive a warrant on Treas. for $10.00 as services and Recorder draw warrants on Treas. as the same comes due until ordered otherwise. Geo. S. Walton Recorder J. S. Howard Pres. Medford November 1st 1886 Board of trustees met at their Hall it being a regular meeting of Said Board members present J. S. Howard, E. P. Geary and A. Childers minutes of the last regular meeting read and approved. The committee on finance reported the bill of G. S. Walton all right which was allowed and ordered warrant drawn on Treas. for $6.14. Bill of Adkins & Webb for fire department same $1.00 B[ill] of S. L. Childers minutes of the last meeting read and approved unfinished business none. Finance committee reported bill of Isaac Woolf services as Street Com as correct for $13.00 also S. L. Bennett Street work for $64.00 and it was allowed and ordered warrants drawn on Treas. the bill of W. F. Williamson the committee asked further time granted bill of J. S. Howard for lumber for bridge for $13.00 was allowed and warrant drawn ordered that Street Com collect the balance of the subscription list and pay the same to Town Treas. Bill of Haskins & Lawton for stationery was presented for One Dollar 60/100 referred $1.60 Petition of E. P. Geary and others to build Sidewalk Petition Granted an Ordinance No. 41 was presented come to its 3rd reading and the names of the councilmen were called those voting [aye] A. Childers, G. W. Howard, E. P. Geary & J. S. Howard the ordinance passed. Petition of Vrooman & Miller to sell House & Lots referred to committee on ways and means. Adjourned. Geo. S. Walton J. S. Howard Pres. Recorder Medford December 6 1886 Board of Trustees met a[t] Waltons Hall it being a regular meeting of said Board. Members present J. S. Howard, G. W. Howard, A. Childers, E. P. Geary and F. Galloway. Minutes of the last meeting read and approved. Report of the Committee on Finance reported a bill of Haskins & Lawton as correct which was allowed and ordered a warrant drawn on Treas. Also W. F. Williamson the same. Bill of I. A. Webb for ladders $7.50 The bill of I. A. Webb for a bedstead for calaboose .75 referred [to] the Committee on Ways and Means to whom was referred the proposition of Vrooman & Miller to sell property to the Town for Hall asked further time in which to report granted. The Committee on Fire and Water reported their [illegible]. Report received and placed on file. The amended Charter was then taken up and considered by sections and was adopted with the amendments and directed the president of the Board to draw a memorial to the Legislature to pass the same. The Board then adjourned to [meet] at Waltons Hall December 13, 1886. Geo. S. Walton J. S. The Committee on Ways and Means to whom was referred the petition of Vroom[an] Miller and Co. to buy property reported and was sent back to committee to make further report at the next meeting. Petition of Vrooman Miller & Co. received and placed on file. Ordered that the Recorder give Notice of an Election for town officers [to] be held on January 3rd 1887 at the office of Geo. S. Walton and that James Brandenburg, A. Childers & A. E. Woods be appointed Judges and A. M. Woodford & Charles Strang be appointed Clerks & that Recorder Notify them.
