The name of this association shall be the Ashland Stock Protective Association.
SEC. 2. The objects of the association are to secure to members thereof mutual protection in their range stock interests, and to further, as far as practicable, the stock interests of this part of Oregon. SEC. 3. The officers of this association shall be a president, whose duty it shall be to preside at all meetings, call special meetings whenever required, and inquire into any cases of supposed crookedness; a vice president, whose duty it shall be to act in place of the president in his absence and to assist him at all times; and a secretary, whose duty it shall be to keep a record of the proceedings of each meeting, conduct the correspondence of the association and to receive all [pages missing]

attention or care; and to heartily cooperate with any like

Section
1. The name of this association shall be the Southern Oregon Stock
Protective Association.ARTICLE 1. Sec. 2. The objects of the association are to secure to members thereof mutual protection in their range stock interests, and to further, as far as practicable, the stock interests of this part of Oregon. Sec. 3. The officers of this association shall be a president, whose duty it shall be to preside at all meetings, call special meetings whenever required, and inquire into any cases of supposed crookedness; a vice president, whose duty it shall be to act in place of the president in his absence and to assist him at all times; and a secretary, whose duty it shall be to keep a record of the proceedings of each meeting, conduct the correspondence of the association, and to receive all moneys due and pay the same out on the order of the association. Each to be elected by ballot at each annual meeting, and to hold office until his successor is elected and qualified. Sec. 4. The president, vice president and secretary shall be a standing executive committee, authorized to transact any urgent business that may suddenly arise. ARTICLE
II.
Section
1. Any person may become a member of this association by
signing the constitution, and paying the annual membership fee of one
dollar.Sec. 2. Each member shall pay an annual membership fee of one dollar, and such additional fees as may be assessed by a majority vote at any regular meeting. Sec. 3. The regular meetings of the association shall be held annually on the first Saturday in October, and the president shall call a meeting at any time on the application of three members; due notice of the time and place of each meeting to be given to each member by the secretary. Sec. 4. Any member refusing or neglecting to pay his dues or assessments for one month after the same are due shall forfeit his membership. ARTICLE

1. It is the duty of each member of the association to notify
his fellow members at once, in all cases, of stock wandering away from
their proper range, or needing any attention or care; and to heartily
cooperate with any like association that may be found bordering on

County Stockmen's Association CONSTITUTION. ARTICLE I. This Association shall be known as the Jackson County Stockmen's Association.
ARTICLE II.
SECTION
1.--The object of this Association shall be to secure to the members
thereof such mutual advantages as may be gained by association and
united efforts, and to further as far as practicable the livestock
interests of Jackson County, Oregon, and adjacent ranges, and for the
protection of same against fraud and swindlers. To prevent the
stealing, taking and driving away of stock from their rightful owners.
SECTION 2.--To enforce the stock laws of Oregon. To keep up a directory of brands and marks in book form and see that each member be furnished with a copy. To prevent unscrupulous persons from taking undue advantage of any member's high-grade bull on the range and any other advantage that may be had by such an organization. ARTICLE III.
SECTION
1.--The affairs of this Association shall be conducted and managed by a
president, vice president, secretary, treasurer, executive committee
and board of advisors. The executive committee shall consist of the
president, vice president, secretary and two (2) members of the
Association at large. Three of which shall constitute a quorum. The
officers and above committee shall be elected at the annual meeting
each year. Written proxies in the hands of members approved as genuine
by the Executive Committee may be voted at regular elections. The
president and secretary of the Association shall act as president and
secretary of said Executive Committee, and that said committee shall
have the power to fill any vacancies that may occur by death or
otherwise in their body or among the officers of this Association. Such
appointees shall hold office until next regular election.SECTION 2.--The president shall preside at all meetings of the Association. He shall see that all laws and regulations thereof are faithfully executed, and to perform such other duties that may be required of him in this constitution, as well as those necessary to secure the objects and best interests of the Association not herein provided for. SECTION 3.--The vice president, in the absence of the president, shall perform the duties of the latter, and if he be absent a president pro tem may be elected. SECTION 4.--The secretary shall keep accurate minutes of the transactions of the Association. He shall keep a roll of members and write and send all communications for the Association, such as he may be directed to write and send by the Association or Executive Committee. He shall draw all orders on the treasurer when directed by the president and shall make a full report of all transactions of his office at each annual meeting. He shall deliver to his successor all books, papers, monies and other property in his possession belonging to the Association. He shall visit the County Clerk's office twice each year and copy off all brands and marks recorded during the previous six months and keep a record of brands, marks and such other information concerning the members, such as stock, range, prices, etc., as may be furnished him by the members of the Association. He shall furnish the chief of police of each city or town in the county and adjoining counties a copy of the brand book and request him to notify the Association of any stray stock whose proper owner cannot be ascertained, that said Association may assist in finding the rightful owner thereof. He shall receive postage, stationery and such compensation as the Executive Committee may determine. SECTION 5.--The treasurer of this Association shall receive all monies belonging to the same from the secretary and pay the same out ONLY on order of the president, attested by the secretary. He shall make a report at each annual meeting of the Association and such other times as the Association may direct of all transactions of his office, producing therewith vouchers for all monies paid out. He shall deliver all books, papers, monies and other properties in his possession belonging to the Association to his successor in office, and shall give bond to the Association in such sum, with such securities as may be approved by the Executive Committee of the Association, conditioned that he shall faithfully perform all the duties of his said office. SECTION 6.--The Executive Committee shall have entire control of the business of the Association during its adjournment. They shall represent the Association before the County Commissioners, also before the Legislature, when deemed necessary, and in other similar positions during adjournment of the Association. At each annual meeting they shall recommend such measures as they deem necessary and make a report to the Association in regard to matters requiring their attention. ARTICLE IV.
SECTION
1.--The advisory board shall consist of one member from each natural
range division of the county and ranges adjoining, to not exceed
fifteen members, whose duty it shall be between the first day of
October and February of each year to collect all the estrays in his
district and furnish the secretary of the Association with a list of
such estray stock, who shall proceed to find the proper owner. Any
stock whose proper owner cannot be found shall be branded and sold in
the name of the Association, according to the Statutes of Oregon. This
advisory board shall be appointed by Executive (Committee, who shall
have power to district the county and adjacent ranges.SECTION 2.--All members of advisory board shall send in any information to the secretary that may be of benefit to the Association and solicit membership to the Association. ARTICLE V.
SECTION 1.--The
annual meeting of this Association shall be on the second Saturday in
February of each year at 10 o'clock a.m., at any place the previous
meeting may decide upon. Special meetings may be called at any time by
the president, or in his absence, by the vice president, and shall be
called whenever requested by seven members. Seven members shall
constitute a quorum. The call for special meetings shall state the
object and place of such meetings, and any other urgent business that
shall come before said meeting shall be transacted.ARTICLE VI.
ORDER OF BUSINESS AT MEETINGS
1--Reading minutes of last meeting.
2--Report of treasurer. 3--Unfinished business. 4--New business. 5--Election of officers including Executive Committee. 6--General business. 7--Adjournment. ARTICLE VII.
No person shall be a member of this Association except a person owning
or controlling livestock and engaged in the business of breeding,
growing or raising the same for profit To become a member of this
Association all persons must send in their names to the secretary, each
name must be accompanied by a fee of $2.00 together with a statement of
brands, marks and range of his stock, also the names of individuals
comprising his firm or all the officers, if a company, and the post
office address of each. Each applicant must send in a copy of his brand
burned on leather. His application shall be referred to the Executive
Committee, who shall examine said application, and if they deem him a
proper person the secretary shall notify and place his name upon the
list. All persons admitted as members bind themselves and employees to
the observance of this constitution on a penalty of forfeiture of
membership. Membership must be personal.ARTICLE VIII.
Each member shall pay annual dues of $1.00, payable at the February
meeting of each year, and no person shall become a member without such
payment in advance. Any member who shall be in arrears for more than
one year for dues or assessments shall be dropped from the roll of
members and shall cease to become a member until such payments shall
have been made. All members shall be subject, not oftener than once per
annum, to one assessment of not exceeding four cents per head on all
stock owned by such person. Said assessment must be paid to the
secretary within ninety days from date of levying the same. An
initiation fee of $1.00 shall be levied on persons becoming members of
the Association to defray expenses of brand book.ARTICLE IX.
SECTION
1.--Any member who shall divulge the proceedings of, or action taken,
in any meeting of the Association to any person or persons, or do any
act calculated to, or that may, injure or defeat any proceedings or
action of this Association or officers thereof, that may be instituted
for the purpose of its protection, or that of any members under the
laws of this state or of this constitution or that may be subversive of
the interests generally of the Association,shall have a fair and
impartial hearing at a special meeting called for that purpose or at
the annual meeting and if found guilty by a majority of members present
shall be expelled.SECTION 2.--Any member of this Association who shall be expelled therefrom as aforesaid, shall not be again received as a member thereof, and stockmen generally shall be notified of such expulsion. SECTION 3.--It shall be the duty of each member to report at once to the president of the Association of any cases of unlawful altering of brands or marks or any attempt of anyone to kill, drive off the range, to secrete or take possession of stock not belonging to him. The Executive Committee is hereby authorized to take such action as deemed advisable to bring such persons to justice. SECTION 4.--Any member wishing to pool his stock with others for sale shall notify the secretary of the Association of the number, kind and grade and at about what time he wishes to sell. The secretary shall then notify all the other members that they may place their stock in pool if they so desire. ARTICLE X.
Should two or more persons, members of this Association, claim the same
stock and not be able to determine the rightful owner thereof among
themselves, they shall immediately notify the president, who shall
appoint five disinterested members to audit and decide ownership of
such stock, and said committee shall without delay proceed to
investigate the case and determine who the rightful owner thereof is
and to assess the expenses of said arbitration as they see fit, not
to exceed, however, the sum of 10 cents per mile traveled and $1.50 per
diem.ARTICLE XI.
SECTION
1.--This constitution shall not be annulled or amended except at the
regular annual meeting and then only by a vote of two thirds of the
memberspresent. One-fifth of all enrolled members shall constitute a quorum at regular annual meetings. SECTION 2.--Robert's rules of order shall be used to settle all parliamentary disputes arising in the transaction of regular business. Respectfully submitted,
